Is it possible to add another row of page tabs? If so, how?

This is probably the #1 requested addition to the theme. But as of now, you're limited to just the main navigation row.

I have found that Firefox produces a second row of tabs, but IE will not.  Hmm.  I built this site for a friend and it works in firefox but not IE.
