I wanted to do this a while back and it took me hours to find the solution, but here it is. I used two plugins:

WP-Sticky

WP Low Profiler

Just sticky the post with the WP-Sticky plugin (select announcement) and it should appear at the top of the category. Then with the WP Low Profiler plugin select "Hide on the front page".

That should do the trick
