I have been doing some fine tuning and found an issue with the "Theme Lightness Selector" and wanted to change it from Dark to Light. I have selected 'light' and then get the "Flexibility settings saved" message… but the theme remains dark. Is this is a bug?

No bug. Those options don't save into the database, they just change the theme settings and save. So they will always default back to the original options, but your theme is actually changing. Just refresh your blog after making the change.
